Brian Cox worked in local government before going on to work in the private sector. He has been engaged on Transformation, Partnership and Share Service Delivery Programmes since 1997.
Brian has led Programmes at Basildon District Council, Braintree District Council, Maldon District Council, Epping Forest District Council, Dacorum Borough Council, Belfast City Council, Winchester City Council and Tendring District Council.
Brian holds an MBA and PhD, and is a member of SOCITM and a Fellow of the British Computer Society.

Ben Schlaepfer specialises in the customer-facing elements of technology. Ben has nine years e-channel design and development experience covering the finance, media and local government sectors delivering services via Internet, Intranet, Digital TV and Mobile devices.
Recent projects include Web Content Management selection and implementation at Dacorum Borough Council and Barclays PLC and website definition, design and build for Dacorum BC & Sky Television.
He also provides e-channel consultancy to Essex County Fire & Rescue, Braintree District Council and other private sector clients. Ben's focus is user-centred design and he is a strong advocate of usability, accessibility and customer focus in all that he does.
Lon Jeal has 25 years experience in the IT industry, most of it within the public sector. He has extensive IT Infrastructure, technical consulting and technical project management experience, providing Infrastructure Reviews, Roadmaps, Tender Process management, Security reviews, Requirements Specifications, Licensing Reviews and Data Centre audits.
Recent projects have included the Technical Project Management of a data centre migration for Essex Fire & Rescue with replicated SANs, full server Virtualisation and a Disaster Recovery facility, involvement last year in a number of GCSx projects has left him well placed to review infrastructure in light of the forthcoming CoCo V4.1 and currently working with the London Borough of Redbridge to determine the best combination of a 5 year roadmap for desktop delivery with the Microsoft licensing model.

Tim Dawes has 29 years experience in the IT industry, most of it within the public sector. He has extensive IT management, consulting and project management experience.
An authority on matters relating to IT procurement in the public sector, his particular areas of expertise include ICT strategy development, the Green agenda, IT recruitment and resource management, project management and outsourcing.
Colin Hookham is an experienced project manager & business coach who has helped deliver successful change programmes within central government, local government and utilities over the past 25 years.
His clients include HM Treasury, Home Office, DCLG, DEFRA, IPS & British Council, along with fourteen local authorities, and several major utilities. Colin is a PRINCE 2 qualified project manager with particular expertise in the planning and justification of major change programmes. As a professional coach he is very experienced in handling key relationships with internal & external stakeholders, and has successfully delivered public-sector procurement projects.
Bev is passionate about excellent customer service, with proven experience in managing and setting up first class customer service delivery and solutions in the private and public sector (including call centres and one-stop-shops).
As a project manager Bev has implemented several CRMS, ACD’s (Automatic Call Distribution) & WFM (Work Force Management) solutions; designed and built several call centres and one-stop-shop and migrated services to the new ways of working and delivering customer first experience.
Frank enjoys a reputation as an innovative, results orientated Business Consultant and Programme Manager. A certified MSP Practitioner, he has a strong track record for adding value in strategic programmes within the private and public sectors. He specialises in business process improvement and organisational change and is regularly asked to secure substantial operational and efficiency improvements by harnessing leading edge information technology.
With over 20 year’s experience, Frank has led many change programmes and business critical systems implementations including ERP, HR, CRM and financial systems. He is an advocate of formal, structured methodologies which he has used consistently to deliver complex, large scale projects on time and within budget.
Frank is a Member of the British Computer Society and a Fellow of the Institute of Business Consultants.
Terry’s career started in ICT in local government where he rose to be Technical Manager with responsibility for desktops, mainframes networks, capacity planning, SLA’s problem and change. He also began presenting and advising on leases and public procurement, and wrote articles and guidance on the subject. He transferred under Tupe to Siemens in 1997 and was a strategic consultant on business development, and continued his external consultancy work, after a further Tupe transfer in 2004 he became a full time Consultant. He continues to specialise in procurement and also developed training material and guidance on partnerships, he became involved in benchmarking and the environmental impact of ICT. Today he regularly writes and trains on ICT procurement and provides range of consultancy related to contract reviews, option appraisals and procurement assurance generally to clients in public sector, and to suppliers.
Terry has a MA in European studies, is a Principal Consultant and Product Manager for Socitm Consulting and a member of BCS and CITP and member of BACP (British Association for Counselling and Psychotherapy.”
Roger Bramwell has extensive Local Government knowledge and experience gained from a career with a wide range of local authorities. His expertise includes Customer Services Management, Facilities Management and office design, Asset Management and Accommodation Strategy, Procurement, and most recently Customer Service Transformation and Change Management as Head of Customer Services for Braintree District Council. Before joining Foresight Roger acted as a freelance Consultant and previous assignments included the outsourcing of the Facilities Management function for Rugby Council on behalf of the Institute of Public Finance and designing and building the Customer Services telephone contact centre for Winchester City Council. Roger is Member of the Institute of Management and in 2004 was selected as a finalist in the Local Government Chronicle National Awards for E –Government for his achievements at Braintree.
Omar has over 10 years experience working within local government and over 10 years experience working in IT; he has a firm understanding of the pressures under which local government operates having delivered a number of projects at Dacorum Borough Council, Nuneaton and Bedworth Borough Council, Charnwood Borough Council, Leicester City PCT, Sandwell Homes and most recently at Northamptonshire County Council. Omar has an excellent understanding of project and Programme management with substantial experience of setting up, running and closing down projects. Omar Specialises in Project Management and IT Service Management and is a Qualified ITIL Red Badge and a Prince 2 Practitioner. A positive consultant, an excellent communicator and many years experience dealing with employees at all levels and with disparate parties and third party suppliers Omar consistently delivers projects on time and to budget.”
Phil is an expert in consultation and customer service, who was previously Head of Local Government Research at RBA Research, where he won a prestigious national award for customer service research at Braintree District Council. This research programme has been used to underpin Customer First programmes at several councils since, including Dacorum BC, Nuneaton and Bedworth BC, Corby BC, Daventry DC and Warrington BC to name just a few. Phil has an extensive background in local government and was for some years the East Riding of Yorkshire Council’s first research manager
David Smith has 20 years experience in the IT industry; the recent years have been involved in the public sector. He has extensive hands-on experience with Microsoft Servers, ranging from NT to 2008. Providing 3rd line support to server estates, documenting infrastructures, designing and deploying Citrix Farms, VMWare Infrastructures, and backup solutions. He is also adept in LAN/WAN networking, working with CISCO switches and firewalls. Recent projects have included the Technical Team Lead of the Essex Fire & Rescue Service providing a VMWare infrastructure, and fully replicated SAN, full server migration to the virtual platform, Backup archiving solution, and a fully tested DR Solution. Ensuring all the ECFRS staff are full trained in supporting the infrastructure once the initial installation and configuration is completed. Previous projects have included The Learning Trust in Hackney, providing a full Citrix desktop solution to the Schools within the London Borough of Hackney. Key skills include Microsoft AD Server infrastructures, VMWare and Citrix Virtualisation, Server and SAN configurations and Local Area Networks. He holds certifications in Microsoft, Citrix, CISCO, VMWare, and ITIL.
David is an experienced IT strategist and professional with a breadth of knowledge and understanding covering software development as well as infrastructure management. Equally skilled in the board room as the machine room with an extensive record of deploying good inter-personal skills to translate business needs into effective IT functionality - and then delivering solutions.
Has delivered solutions in senior roles in the public (NHS and Education), private (e.g. Woolwich BS) and not for profit sectors and across multiple technical platforms. The NHS experience ranges from primary to tertiary care, has involved close working with the medical profession and includes the management of technologies centred on GP practices.
Pete Williams is a very knowledgeable, lead consultant and commercial business/programme manager, with extensive experience of business transformation, in both the private and public sectors. He is experienced with formal project methodologies, such as PRINCE 2. He has used his creative energy and drive to achieve outstanding results in highly competitive markets, including CRM and e-Commerce. A recognised expert in these fields; he has spoken at UK and international conferences.
